The paste is compressed and encoded into the link itself (after the #), so there is no server storing it. Anyone with the link can open it; anyone without it can’t find it.
Anyone can open a shared paste link. Creating and keeping pastes needs a free sign-in with Google; your pastes are saved privately to your account.
